Need Assessment

LNC has expertise in GIS needs assessment, planning & implementation of projects. LNC can conduct Needs Assessments and advise on funding pattern and organisations ready to support the project financially in implementation. LNC spatial’s methodology includes detailed information gathering through end-user interviews and a full analysis of existing and potential applications of GIS technology. As a result of this assessment process, clients gain a clear understanding of how GIS will benefit their organization. Project deliverables include a thorough summary of project findings, along with the recommended system design and implementation plan. LNC spatial’s Needs Assessment process is typically divided into three phases:

Needs Assessment:
                                    During this phase, LNC conducts interviews with all departments within an organization that may have any potential use for GIS. Information is collected and compiled into a detailed report, typically including the following items:
• Department profile (staff, duties, hardware and software currently in use, network, etc.)
• Current GIS applications
• A list of potential GIS applications, briefly described and listed in order of priority
• GIS functionality needed to support these applications
• A list of GIS and other relevant data sets available to the department

Conceptual System Design:

After compiling and analyzing all of the data during the Needs Assessment, LNC designs a conceptual data model for the organization, including:
• a comprehensive, organization-wide list of current and potential GIS data layers and files
• general categories of data elements
• database organization for geographic and tabular data items
• appropriate key/relate items for linking related files of data

The overall database design provides a general description of the data layers and attributes to adequately address the organization’s short and long-term objectives, along with potential data sources and automation/conversion methods. Requirements for the development, maintenance and update of data layers and attributes are noted. LNC then develops a conceptual system design to serve as a framework for the organization’s GIS. Recommendations are made for software, hardware and personnel to meet both short and long-term goals.

Implementation Plan:

The final portion of the report includes the prioritized "how" and "when" the organization should proceed with the implementation or expansion of a GIS. It includes a description of general tasks to be carried out to successfully achieve the proposed implementation. Each task includes descriptions of necessary staff participation and their roles and responsibilities. Estimated implementation costs are identified and a proposed schedule is included in the form of a Gantt chart, showing important target dates and milestones for each of the proposed tasks.
